Yes in general that is correct. White shoes are easiest to wear with white bottoms. However, recently white shoes and boots have become more fashionable, so now it can be a fashion statement to wear them also with darker colors. Still, it’s easier to wear white shoes, if there are other elements of white in your outfit as is the case with most examples shown in this article.
